Syndication

I'd like to enable syndication on my LJ install, however when I try to view /syn/ in my web browser I see:

Sorry
Your account type doesn't allow befriending syndicated accounts.

I've looked everywhere (and I assume I just need to make an entry in my ljconfig.pl file) but I can't find what I need to add to get it to work.

probably something like:

'syn' => 1,

Can someone confirm or deny that?
